Is a Ti epee tip worth it?

Short Answer: Yes.

Long Answer: I've used this tip for a few weeks now and switched between 2 identical weapons one with the standard FIE version and one with the Ti version. The difference in feel isn't dramatic but it's definitely notice-able when you parry or disengage. It also appears to be more durable, I see very little surface damage after several weeks of use 3-4 times a week, 2-3 hours at a time. Is that worth twice the price? Hard to say right now, but it's definitely promising.
